The nearest agency statement is the Alpine Scenic Loop Backway page, and it cuts both ways: "There is no fee for non-stop travel along the Alpine Scenic Loop Backway or use of gravel turnouts not associated with a developed recreation site. If you do stop at a developed site, a recreation pass is required and must be on display in your vehicle while parked," at a Uinta-Wasatch-Cache fee schedule of $10 for 3 days, $20 for 7 days, $60 annual -- per VEHICLE, and covering day use as well as camping. Whether this particular dispersed area counts as a developed recreation site is not stated anywhere we could find, so carry a pass and expect to need it.
