U.S. Forest Service lists this as a developed campground. Expect marked sites, a fee station or a reservation, and the usual campground rules. The dispersed-camping freedom of the surrounding forest does not apply inside it. What changes is conditions — roads, gates, closures, fire rules. Check those with the unit before you commit to the drive.

Confidence
Likely — The record is good enough to put a pin on, but thin in places. Treat the details as a starting point, not gospel.
How it was placed
Developed FEE campground (not free) - review | auto:usfs-fee 2026-08-20: US Forest Service developed campground, agency coordinates, agency states a fee. No dollar amount in the agency record -- expect a charge and confirm the current rate before you go. Not field-verified. | Fee 2026-08-22: $13.00 per night, dropping to $5.00 per night in winter (October 1 to March 31). The Ashley NF states in the same breath that this campsite "is located in the Flaming Gorge National Recreation Area and will also require the purchase of a Recreational Use Pass", so the pass is on top of the campsite fee. The forest also states these Flaming Gorge NRA passes are $5 day / $15 week / $35 annual and are NOT sold online, only at its offices and local vendors (https://www.fs.usda.gov/r04/ashley/recreation/flaming-gorge-national-recreation-area-0, last updated March 27, 2025). Worth knowing if you go looking for it: the Forest Service spells it "Cottonwood River Camp" on its website, while our pin and its own recreation-site database read "Cottonwoods River Camp", and there is no recreation.gov listing for it.
